The main goal is to support projects that strengthen ties between the United States and Cabo Verde by advancing shared priorities and increasing people-to-people connections. Another priority is entrepreneurship and economic development, with added emphasis on proposals that aim to increase environmental tourism. A third priority is partnership-building between U.S. and Cabo Verdean institutions committed to education, academic research, and cross-cultural academic exchange specifically in environmental protection and renewable energy.

In terms of who should be served, proposals are expected to primarily engage Cabo Verdeans within Cabo Verde. Diaspora participation can be included, but it cannot replace a strong local focus. The Embassy encourages projects that reach youth, women, and marginalized communities, while also naming additional audiences of interest such as the LGBT community, persons with disabilities, journalists and media professionals, entrepreneurs, NGOs, and English teachers.

The APS also lists several activities that are not eligible for funding. These include publishing or translating books, paying for conference attendance (for example, sending participants to large international conferences), partisan political activities, charitable or development work, construction, religious programming that supports specific religious activities, fundraising campaigns, lobbying for legislation or specific programs, scientific research, projects mainly intended to grow or develop the applicant organization itself, and projects that duplicate existing programs.
