Opportunity Information: Apply for UTCTIER1COMP2020

The UTC Program Tier 1 Competition 2020 was a discretionary grant opportunity from the U.S. Department of Transportation (DOT), administered through the Office of the Assistant Secretary for Research and Technology (OST-R). The program sought proposals to establish four new Tier 1 University Transportation Centers (UTCs), with DOT indicating its intent to fund one center in each of four targeted research areas. In practical terms, this competition was designed to expand the national university-based transportation research network by adding new centers focused on timely issues affecting transportation systems, travelers, and public agencies.

The four topic areas emphasized by DOT were: (1) highly automated transportation systems research, reflecting the growing deployment and policy relevance of automation in vehicles and infrastructure; (2) communications technology and e-commerce effects on travel demand, aimed at understanding how connectivity, online shopping, and digitally mediated services change when, why, and how people and goods move; (3) implications of accessible automated vehicles and mobility services for people with disabilities, focused on equity, access, and the real-world usability of emerging mobility options for travelers with disabilities; and (4) strategic implications of changing public transportation travel trends, addressing shifting ridership patterns and longer-term planning challenges for transit agencies and communities. DOTs structure of one intended award per topic area signaled a desire for depth and specialization rather than spreading smaller awards across many themes.

Eligibility was limited to institutions of higher education, including public and state-controlled universities as well as private universities. However, the Notice of Funding Opportunity included an important statutory restriction: universities that served as the lead/grantee institution for any of the twenty Tier 1 UTCs originally awarded in 2016 were not eligible to receive one of these new Tier 1 awards. At the same time, universities that participated in those existing Tier 1 centers only as non-lead consortium members remained eligible, which effectively opened the door for partner institutions to step forward as leads while preventing the same lead institutions from repeatedly receiving Tier 1 center awards.

From a funding standpoint, the opportunity was listed under CFDA 20.701 (Transportation). DOT anticipated making four awards total. The maximum funding amount per award (the award ceiling) was $1,925,000. The opportunity was posted on March 30, 2020, with an original application deadline of May 29, 2020. DOT also requested a letter of intent by April 29, 2020, though it was explicitly not required, meaning applicants could submit a full proposal without having filed the letter of intent.

Overall, the UTC Program Tier 1 Competition 2020 was a targeted solicitation to create four university-led research centers aligned with DOT priorities around automation, digital technologies and commerce, accessibility for people with disabilities, and evolving public transportation trends. It combined a clear topical focus with eligibility rules intended to broaden leadership participation beyond the universities already serving as Tier 1 leads from the 2016 cohort.
