A key requirement is that projects include a public-facing element and are designed to reach audiences across the entire United Kingdom, including England, Northern Ireland, Scotland, and Wales, rather than being limited to a single local community or closed group.

The first, Shared Values and Interests, supports activities that promote the U.S.-UK Special Relationship and expand people-to-people ties. The second, Democracy, Open Societies, Equity, and Inclusion, backs programs that build support for the alliance and align with U.S. foreign policy priorities tied to open societies and democratic values, including efforts to address transnational challenges like radicalization, violent extremism, and misinformation or disinformation from hostile state actors or non-state groups. The third, Prosperity, Trade, and Investment, focuses on expanding economic opportunity, especially for youth and underserved communities, and on improving connections between U.S. and UK businesses. The fourth, Climate Change, Science, and Technology, supports cooperation on climate and environmental issues, sustainability, cybersecurity, entrepreneurship, and STEAM-related engagement.

Applicants are expected to define who the program is for and what impact it will have. Each proposal must specify the target audience, note any emphasis on reaching diverse audiences, and provide an estimate of expected reach. The Embassy signals that it values both direct reach (people who participate in the program itself) and indirect reach (people engaged through social media, traditional media coverage, or other dissemination), when that can be credibly estimated.

The announcement also makes clear what is not fundable. The Embassy will not support projects involving partisan political activity, charitable or development work, construction, programs that advance specific religious activities, fundraising campaigns, lobbying for specific legislation or government programs, or scientific/academic research.
