Opportunity Information: Apply for STX 100 TM 19 GR001

The U.S. Embassy in Ashgabat, through its Public Affairs Section (PAS), is offering funding through its Small Grants Program to support projects that strengthen democratic institutions and civil society in Turkmenistan. The program is designed to competitively award small grants to eligible local non-profit civil society organizations, with an emphasis on reaching PAS priority audiences such as civil society groups, entrepreneurs, women, and youth. The overall goal is to back practical, community-focused initiatives that advance social development and civic engagement in line with the Embassy's priority themes.

Projects must align with one or more of the program's stated priority areas. These include economic empowerment and entrepreneurship efforts that help women, young people, and vulnerable populations build economic independence and contribute to sustainable development, while avoiding direct support for commercial activity or individual businesses and startups. Other eligible themes include promoting the rule of law and legal reform, supporting people with disabilities through inclusion and access-oriented initiatives, and increasing environmental awareness by helping citizens better understand sustainable ecosystem and natural resource management. In short, the program is looking for non-commercial, public-benefit activities that improve opportunity, rights, inclusion, and environmental responsibility.

Eligibility is limited to Turkmenistan-based non-profit civil society organizations. Organizations or individuals from the United States or other donor countries are not eligible to receive funding under this program. To be considered for an award, applicants must meet U.S. government registration requirements, including having a Unique Entity Identifier (noted in the announcement as a DUNS number) and maintaining an active registration in SAM.gov. These registrations are necessary for an organization to receive a federal grant award and are treated as a baseline compliance requirement, not an optional step.

The maximum award amount is listed as up to USD 20,000, and the Embassy anticipates making around 10 awards. The opportunity operates on a rolling basis, with recurring deadlines identified as December 31 and May 30. This structure allows organizations to prepare and submit proposals according to their readiness while still aligning with the Embassy's review cycle.

Applications can be submitted in two ways. The first option is to email the complete application package directly to PASAshgabatGrants@state.gov. The second option is to apply through Grants.gov, following the instructions provided on that platform; however, the Embassy's grants email address cannot provide technical support for Grants.gov issues. Applications may be submitted in English or Russian, but applicants should be prepared for the final grant agreement to be executed in English only. For questions about the opportunity itself, applicants are directed to contact PASAshgabatGrants@state.gov, and applicants are also advised that full requirements and instructions are contained in the attachment to the Annual Program Statement associated with the opportunity.

Key identifiers included in the announcement are: Funding Opportunity Title "Small Grants Program," Funding Opportunity Number STX 100 TM 19 GR001, Agency Department of State, U.S. Mission to Turkmenistan, CFDA 19.900, and an opportunity category labeled "Other."
