The intent is to connect academic training resources with community clinics and service delivery sites so that people with HIV can receive comprehensive oral health care where they already seek services, and trainees can gain experience delivering care in settings that reflect the needs and constraints of underserved communities.
Eligibility is open both to current RWHAP Part F CBDPP recipients and to new organizations, but the competition is structured around defined geographic service areas. Applicants can propose to provide CBDPP-funded services in existing service areas listed in the notice (referenced as Appendix A) and HRSA also planned to support one newly proposed service area. For existing service areas, applications are expected to cover the entire service area exactly as defined in Appendix A. If an applicant does not plan to directly serve the whole published area, the application must still show how comprehensive oral health care access will be ensured across the full service area for all RWHAP-eligible populations, typically by documenting partners or coordination with other RWHAP providers that fill gaps.
The notice also addresses service area changes. If an applicant wants to expand an existing service area beyond what is listed in Appendix A, the application must fully justify the need for CBDPP-funded services in the additional area. However, the applicant cannot request funding above the amount listed for that service area in Appendix A, even if expanding coverage, which signals HRSA is trying to maintain budget discipline while allowing limited geographic flexibility when need is well documented.
In addition to re-competing existing service areas, HRSA invited applications for one new geographic service area. Under this funding opportunity, a "new service area" means a clearly defined geographic area where low-income people with HIV have a demonstrated unmet need for oral health care and where that need is not already adequately met through other funding sources. HRSA anticipated making one award for a new service area of up to $300,000.
