The 2025 Alumni Engagement Innovation Fund (AEIF 2025) is a competitive grant opportunity run by the Public Diplomacy Section of the U.S. Embassy in Ottawa under the U.S. Mission to Canada. AEIF 2025 is strictly for project teams made up of at least two exchange alumni, and at least one of the intended audiences must be alumni of U.S. government-sponsored exchange programs in Canada. While projects can and should engage additional audiences (for example, youth, educators, local governments, researchers, sports leaders, or civil society groups), applicants need to clearly explain who those audiences are and how engaging them advances the project objectives. A key geographic requirement is that all project activities must take place outside the United States and its territories, meaning the work should be implemented in Canada or other non-U.S. locations, depending on the proposal design.

To be eligible, a proposal must have at least one primary alumni-network objective: either (1) bringing together U.S. exchange alumni in Canada to build or expand a functional alumni network that collaborates on shared interests and strengthens regional or global alumni cooperation, or (2) strengthening the relationship between exchange alumni in Canada and the U.S. Mission to Canada (including the Embassy in Ottawa and U.S. consulates across Canada) so they can work together on shared goals and challenges. In addition to meeting one of those alumni-focused objectives, every project must also align with at least one U.S. Mission to Canada strategic priority. Those priorities include building public awareness and support for U.S.-Canada defense cooperation (with specific reference points such as NORAD modernization, NATO commitments, and Arctic security), enhancing bilateral science and technology collaboration and inspiring future innovators, creating or strengthening cross-border sports relationships that support community sport models and leadership career pathways, and promoting broader awareness and appreciation of shared U.S.-Canada values and people-to-people ties. Proposals that do not clearly map to these required objectives are considered ineligible.

A central compliance feature of AEIF 2025 is that funded projects must include an explicit "American element." In practice, that can be demonstrated in several acceptable ways: building a real connection or partnership between Canadian and American organizations or institutions, including an American expert as part of the activities, highlighting shared U.S.-Canada values and interests as part of the content, or applying a U.S.-derived approach, tool, or method the alumni learned during their exchange to a local Canadian (or otherwise non-U.S.) challenge in their community, institution, or professional field. The program is flexible about the format of activities as long as the substance fits the objectives, with examples including competitions, conferences, workshops, short courses, curriculum development, hackathons or app development, online initiatives, mock trials or moot court, simulations and role-playing programs (such as Model Congress or Model United Nations), performances, and comparable public-facing or capacity-building efforts.

Eligibility is limited to exchange alumni and alumni associations of U.S. government exchange alumni; other organizations cannot apply as the primary applicant. The eligible alumni base includes participants in U.S. Department of State exchange programs (as referenced on the Exchange Programs alumni list) and eligible J-1 exchange program alumni connected to Canada. Teams may include alumni from different exchange programs and even different countries, which allows for cross-program and cross-border collaboration. One notable restriction is that U.S. citizen alumni cannot submit proposals as the primary applicant, although they are allowed to participate as project team members. Applicants are allowed to partner with nonprofits, NGOs, think tanks, and academic institutions to help implement the work, and the award can be issued either directly to an individual alumni applicant or to a partner organization, depending on how the project is structured.

Funding is offered as a discretionary grant under CFDA 19.022, with an award ceiling of $35,000 and an expectation of about three awards.
