The 2023 Alumni Engagement Innovation Fund (AEIF 2023) is a small-grants competition run by the U.S. Department of State through the U.S. Embassy in North Macedonia. Projects must be proposed and managed by a team of at least two exchange alumni, and the application itself must come from a North Macedonia-based alumni association of U.S. government exchange alumni. While other nonprofits, NGOs, think tanks, and academic institutions cannot apply as the main applicant under this opportunity, they are allowed to participate as partners that help carry out activities. Alumni teams can be mixed across different exchange programs and even different countries, but the core requirement remains that the key staff and project team members are exchange alumni. U.S. citizens are not permitted to serve as the primary applicant, though they may participate as team members.

The program is focused on strengthening North Macedonia's democracy and supporting reforms that improve the country's reliability and capability as a U.S. partner. This theme is not optional: proposals that do not directly address this objective are considered ineligible. Within that overall priority, the Embassy encourages alumni teams to build projects around related areas such as reinforcing democratic values, promoting rule of law and anti-corruption measures, increasing social cohesion across ethnic and political groups and with regional partners, empowering youth, women, and other marginalized groups, countering disinformation, and fostering stronger ties between North Macedonia and the United States. All project activities must take place inside North Macedonia.

Funding is provided as a discretionary grant in the form of small awards, with individual award sizes expected to range from $5,000 to $35,000, and the maximum award ceiling listed as $35,000. The Embassy anticipated making about two awards under this announcement. Proposed projects are expected to be time-bound and achievable within a relatively short window: the performance period is twelve months or less, meaning applicants need a plan that can realistically be implemented and completed within one year.

The opportunity was posted on November 28, 2022, and applications were due by January 12, 2023, submitted via email to SkopjeGrants@state.gov. Funding decisions were expected no later than July 15, 2023. Cost sharing is explicitly not required, which lowers the barrier for alumni organizations that may not have matching funds available.
